Dass Severinstraße und Gereonshof wegen zu hoher Kosten und zu hohem Aufwand als Standort ausscheiden mussten, wurde von einigen Rednern bedauert. Nur die FDP blieb bei ihrer Meinung, das Archiv an der Severinstraße neu zu bauen.

Der Neubau am Eifelwall biete „alle Voraussetzungen für einen modernen Archivbetrieb und ein Bürgerarchiv“, so die SPD. Man stimme einer „pragmatischen Lösung“ zu, die „aus sachlichen und wirtschaftlichen Gründen überzeugt“, meinte die CDU. Die Investitionskosten werden von der Verwaltung mit 98 Millionen Euro beziffert. Das Haus wird von der städtischen Gebäudewirtschaft für die Stadt gebaut, die dann für die Nutzung Miete zahlen wird.

Einstimmig beschloss der Rat die Gründung einer Stiftung zu Gunsten des Historischen Archivs. Die Stadt bringt fünf Millionen Euro als Stiftungskapital ein.
